National Disability Insurance Scheme (NDIS) funding can be used to access a range of supports and services, including therapies, equipment, and personal care. There are different ways of managing the funding allocated to a participant – Agency-managed, Self-managed, and Plan-managed, or Participants may choose a combination of the above. Understanding these three options is crucial for maximising your NDIS plan and choosing the right support structure for your needs.

Agency-managed

The NDIA manages the payments and administration of NDIS plans for those that don’t have the time or ability to manage themselves. Under this option, only registered NDIS service providers can be used, and must adhere to the NDIS price guide limits.

Key features of Agency-managed funding:

  • Provider restrictions: You can only use NDIS registered providers who meet quality and safety standards
  • Price protection: All services automatically adhere to NDIS price guide limits, ensuring you’re not overcharged
  • Minimal administration: The NDIA handles all payment processing and budget tracking on your behalf
  • Payment timeframe: Typically 7-14 days for provider payment processing

Who this suits best: Agency management works well for participants who prefer minimal involvement in financial administration and want the security of working only with registered providers.

Self-managed

Self-managed participants have full control and responsibility for managing their NDIS funds. Providers can be registered or unregistered, but are not bound by NDIS price limits, resulting in a higher potential for fraud and mismanagement of funds. In addition, self-managing NDIS funds includes administrative tasks such as paying service providers (sometimes paying out of pocket and being reimbursed), keeping complete budget records and claiming directly from the NDIS portal.

The administrative reality of self-management:

Plan Managers handle the ongoing financial administration of an NDIS plan, including paying invoices, submitting claims and tracking budgets. These are tasks that self-managed participants would otherwise need to complete themselves or delegate to someone else.

Key considerations for self-managed funding:

  • High administrative burden: Regular invoice processing, record-keeping, and NDIS portal management required
  • Out-of-pocket payments: Often need to pay providers upfront and wait for reimbursement
  • Audit requirements: Must maintain complete documentation for potential NDIA audits
  • No automatic validation: Responsibility for ensuring all payments comply with NDIS guidelines

Who this suits best: Self-management works for participants with strong financial and organisational skills, dedicated time for administration, and need for access to unregistered providers.

Plan-managed

The NDIA will provide additional funding in a plan to pay for a Plan Manager who pays service providers on your behalf, helps keep track of funds and takes care of financial reporting. Providers can be registered or unregistered but must stay within NDIS price guide limits. Plan managers are registered with the NDIA and are required to meet certain quality and safety standards, such as those set out in the NDIS Practice Standards. They act as a financial intermediary and knowledge base to guide participants through maximising their funding to achieve their goals, while relieving them of the administrative burden.

Why over 60% of participants choose Plan Management: Plan management has become the preferred choice because it offers the best of both worlds: The provider flexibility of self-management combined with the administrative support of Agency management.

How Planability transforms Plan Management:

Credability Systems’ Planability platform processes claims through direct API integration with both PRODA and PACE systems. This “Real-Time” processing means:

  • Instant validation: Every claim is checked against your live NDIS budget before submission, preventing overspending
  • Live budget access: You, your carers, and support coordinators can view up-to-date budget information 24/7 through our secure portal
  • Reduced errors: Automated validation checks provider ABNs, pricing compliance, and available funds
  • PACE-ready: Planability supports both PRODA and PACE participants seamlessly through our unified platform

The Plan Manager advantage with technology:

Professional Plan Managers using NDIS software solutions do more than process invoices. They:

  • Explain your budget in plain language and help you understand NDIS rules
  • Connect you with quality providers and flag potential issues before they affect your plan
  • Offer an easily accessible app for claim approval and rejection and live budget monitoring

Is Plan Management really free? Yes. The NDIA includes plan management funding as a separate line item in your plan. This funding doesn’t come from your support budget, it’s additional money specifically for Plan Manager fees. Choosing Plan Management doesn’t reduce the funding available for your actual support.

Making Your Decision

Managing NDIS funds can be a complex and time-consuming process, and the majority of participants choose to engage a registered plan manager to help them with this task. It is important for NDIS participants to carefully consider their options for each management type and choose the one that best suits their individual needs and circumstances.

When choosing a Plan Manager, consider:

  • Technology platform: Do they use modern software like Planability with Real-Time processing, or outdated batch systems with 7-14 day delays?
  • Support accessibility: Can you reach them easily? Do they offer Australian-based support during business hours in a method that suits you?
  • Transparency: Do they provide online portals for 24/7 budget access, or just monthly emailed statements?

You can change your funding management type at any time by contacting the NDIA. Many participants try Agency management first, then switch to Plan management once they experience the benefits of professional support combined with provider flexibility.
